Despite legal frameworks, cultural defenses often shield perpetrators. Underreporting, community secrecy, and leniency in enforcement worsen the crisis. The UK’s promotion of multiculturalism, while well-intended, has failed to confront harmful traditional practices, highlighting the state's failure to protect vulnerable citizens equally.
